India unveils "techno-legal" AI governance framework to balance innovation and risk
Summary
India’s Office of the Principal Scientific Adviser has released a white paper detailing a new “techno-legal” framework for AI governance. This framework seeks to balance fostering innovation with mitigating potential risks associated with AI development and deployment. The core of the initiative is the establishment of the AI Governance Group (AIGG), chaired by the Principal Scientific Adviser, to coordinate government efforts and establish uniform standards. Supporting the AIGG is the Technology and Policy Expert Committee (TPEC) within the Ministry of Electronics and Information Technology, providing multidisciplinary expertise. The AI Safety Institute (AISI) will evaluate and test AI systems for safety, while a national AI Incident Database will track and analyze safety failures and security breaches. The framework also encourages voluntary industry commitments and offers incentives for responsible AI practices, emphasizing consistency and continuous learning to avoid fragmented approaches and provide clarity for businesses. The government aims to promote responsible AI innovation and beneficial deployment across key sectors through this comprehensive approach.
