Indian Govt Unveils White Paper On Techno-Legal Framework To Strengthen AI Governance

The Indian government has unveiled a white paper titled “Strengthening AI Governance Through Techno-Legal Framework,” detailing its strategy for establishing a reliable, accountable, and innovation-focused artificial intelligence (AI) ecosystem. Released by the Office of the Principal Scientific Adviser (PSA), the paper emphasizes a “techno-legal” approach to AI governance, aiming to balance risk mitigation with the preservation of flexibility and innovation. Key areas of focus include understanding this approach, ensuring safe and trusted AI throughout its lifecycle, identifying technological pathways for implementation, addressing implementation considerations for India’s framework, and developing tools for compliance.
This white paper is the second in a series on “Emerging Policy Priorities for India’s AI Ecosystem,” following a December 2025 publication on “Democratising Access to AI Infrastructure.” These papers are designed to inform discussions on critical AI policy issues and reinforce India’s role in global AI governance, aiming to treat AI infrastructure as a shared national resource and promote access to datasets and computing resources.
