Harrisburg attorney Don Bailey has been ordered to pay more than $47,000 in legal fees for filing a frivolous appeal to a lawsuit. On Friday, the 3rd U.S. Court of Appeals ordered Bailey to pay $28,041, and U.S. Middle District Judge John E. Jones III directed he pay $19,240.
